Piracy is a serious problem in gaming industry. Considering there are mod chips for XBox 360, Wii, and PS2, adapter for DS and software cracks for PSP, certainly a lot of people would choose the "free" way -- download and not purchase.
Some even go further than merely downloading. A gang of Chinese "hackers" even try to change the script of the games. There is always a process of publish games. For instance, if it is a game developed and published by a Japanese company, it would (apparently) first distributed in Japan in Japanese. If the game found a western publisher and distributer, then the company will localize the game (i.e., translate the game into, say, English). This gap normally lasts at least half a year to one year. So, these Chinese "hackers" would do a lot of the Chinese a favor (free!), translate the script into Chinese and put it back into the game. See the videos. I must say I am very impressed by their work. Well, the process could be slow, but it really requires a lot of work (a lot of man-hours work).
